I am pleased to present the Spring/Summer 2017 issue of the Newsletter of the Federal Bar Associa- tion, Orange County Chapter. This also marks my inaugural issue as Editor-in-Chief of the Newslet- ter, so some introductions are in order. First, how- ever, I must acknowledge the big shoes left for me to fill by the outgoing Editor. Matthew K. Wegner has worked on the Newsletter for fourteen years, including the last five years running the publica- tion as Editor-in-Chief. Under his stewardship, the Newsletter consistently produced substantive, sophisticated articles of great value to federal practitioners. His tenure ended on a high note with the Newsletter receiv- ing the 2016 Outstanding Chapter Newsletter Award from the FBA na- tional organization. We are all indebted to Matt for the high-quality publi- cation FBA/OC has enjoyed over the years, and I hope to continue his lega- cy. My introduction to the federal bar in Orange County began as a law clerk. I had the privilege of clerking for two years in our federal courthouse in Santa Ana — first for the Hon. Alicemarie H. Stotler and then for the Hon. Cormac J. Carney. I witnessed the important role our FBA chapter plays in fostering bench-and-bar relations and providing a forum for our federal legal community to come together. The Newsletter supports that role, and I hope to maintain the standards of high-quality, useful, and engaging con- tent it has come to embody. This issue debuts a new design for the Newsletter, including a revised lay- out, typography, color scheme, and graphics. The updated design empha- sizes clarity and readability and aims for a consistent presentation across platforms — whether in print, online, or on a mobile device. We have an exciting line-up as well. This issue features articles on the constitutionality of inter partes review, the unique clash of federalism in the area of canna- bis regulation, a celebration of the Hon. Manuel Real’s 50 years on the fed- eral bench — written by his 62nd law clerk, a recap of the highly success- ful Annual Civil Practice Seminar, and a case update on Briseno v. ConAgra Foods, 844 F.3d 1121 (9th Cir. 2017). My great thanks to the authors for their hard work.
